EditLicence Negotiating Bodies
EditSchools Licences
Where possible, the licences are negotiated with relevant organisations in each region:
• State Schools, England and Wales:
the licence has taken the same form since it was last negotiated in 1999-2000. Annual fee renewals are a matter of gathering publicly available stats on pupil FTEs and applying the current pupil rate, so there are no ongoing negotiations. CLA would identify a body capable of representing schools to negotiate with on behalf of the sector for significant licence changes. However CLA does keep in touch with LEAs and DfES to monitor copying habits and requirements on an ongoing basis.
• State Schools, Scotland:
Licence proposal put to Convention of Scottish Local Authorities (CoSLA) - survey results are a factor in the negotiations.
Renewed annually.
• State Schools, Northern Ireland:
Licence for all 5 Education and Library Boards is negotiated centrally with Belfast ELB. Survey results are a factor in the negotiations.
Renewed annually.
• Independent Schools, UK (Exc. Scotland):
Licence for independent schools operating in England, Wales and Northern Ireland is negotiated with the Incorporated Association of Preparatory Schools (IAPS). Survey results are a factor in the negotiations.
Renewed annually.
• Independent Schools, Scotland:
Licence is negotiated between CLA and the Scottish Council for Independent Schools (SCIS) and survey results are a factor in the negotiations.
Renewed annually.
• Language Schools:
Licence is negotiated with English UK (formerly ARELS and BASELT). Formal licence proposal put to EUK for their consideration - survey results are a factor in the negotiations.
Renewed annually.
EditHigher Education
The current form of the photocopying licence was the result of a
Copyright Tribunal case in 2001.
The extension to include scanning in the licence was negotiated with the Universities UK (UUK) and the Standing Conference of Principals.
EditBusiness Licences
CLA does not negotiate the price of the standard business licence with any representative body. The form and charging structure of the licence is, however, based on joint work conducted with the Confederation of British Industry (CBI).
